Our Pledges to the People
I. To carry out community police services and build up a closer relationship with the community Police force improvement project promulgated by the National Police Agency of Ministry of Interior and the Six Star Plan by the Ministry of Interior have placed more emphasis on community police services. To implement the above-mentioned plans, we chose our best colleagues to be in charge of the plan by providing friendly and proactive services to the community. Police officers are assigned into teams constantly patrolling the neighborhood and build up a closer relationship with the people. In collaboration with the people, we prevent burglary, ensure safety, discover problems, promote crime fighting, make household visits, and provide assistance and emergency aids.

II. Improving Traffic Condition and Road Safety Traffic is a problem people face every day. Traffic accidents cause more problems and harm to the populace than criminal cases do. Therefore, it is very important for the police to promote traffic safety
1. Starting from 2005, Kaohsiung MRT constructions alongside the Guangyuan Road, Ziyou Road, Jhongshan East Road of Fongshan City have become a primary public transportation problem for commuting people. Our Traffic Police Brigade sets up traffic sentry in 67 sites, involving 134 shifts with the help of 62 volunteers at intersections and construction sites to adjust traffic lights and signs to ease the traffic and ensure road safety.
2. Patrols from each station have been assigned to ensure safety of the children in the community travel from their homes and schools to the 116 elementary and middle schools in their jurisdiction.
3. The Bureau has been educating the people about the consequences of drunken driving. We rearranged the pathways for vehicles and pedestrians in the intersections where accidents happen frequently, closed the gap resulting frequent deaths, banned the large-scale vehicles and heavy trucks, and built the time-counting traffic lights to reduce the chances for the people to run the red lights, and maintain road safety.

III. Strengthening crime investigation ability and effectively solving criminal cases The Criminal Investigation Team of our Bureau was reorganized into Criminal Investigation Corps while the Criminal Investigation Section was reorganized as to Criminal Investigation Brigade. Detectives are promoted to be leaders and sergeants became Detective Sergeants. The change effectively promotes morale of the criminal investigation personnel.
1. The great concern of the populace is robberies. We have engaged in solving the cases by strengthening crime investigation, fingerprint collecting, criminal cases analyzing with computer technology, and providing free household burglary prevention tests. We have also promoted recycling yard management and efficient patrolling to suppress the disposal of stolen goods.
2. In order to prevent motorcycles and convenient stores robberies, we have increased street intersection surveillance cameras, which efficiently stops crimes.
3. Fraud prevention is one of the most important tasks of the police in 2005. The crime investigation corps has made fraud prevention films broadcasting on electronic media, TV and radio. We have also announced a list of fake accounts for the people. As long as we find out suspicious personal bank accounts, we will ask the bank to freeze the transactions immediately, avoiding more people continue to suffer from fraud.
4. We continue to carry out our duties. We hoped to put the greatest effort in crime fighting, to keep Kaohsiung County a safe city and let the people enjoy a good and prosperous life.

IV. Implementing administration innovation, promoting education and training Our Bureau spares no pain to perform the administration innovation. We have made and followed the executive plan, "as the police work hard, so the people enjoy a safe life".
1. We have asked our officers to improve telephone manners. Answer calls promptly, by the third ring. All the reports must be accepted regardless of the jurisdiction. The personnel shall be familiar with the procedure for all kinds of cases. No excuses for not accepting case reports or shifting responsibility onto others.
2. When accepting reports, inquire person identities, including names, telephone numbers, and content. Summarize focus point of cases and reply to questions clearly. When necessary, explain case reporting procedure.
3. Be well prepared when conducting crime scene investigation, traffic accidents processing.
4. When performing duties, professional skills and friendly service attitude are essential. Always record the process to avoid resentment.
5. The plan is furthermore emphasized through continuous education and training in each branch. Officers constantly practice and follow the plan. Our officers will always maintain an ideal service attitude, and positively promote administrative innovation.

V. Promoting police administration information systems
1. To increase computer facilities so as to let the officer has access to computers. The number of computers has increased in police stations to handle cases reported and efficiently serve the people.
2. To enrich the content and functions of our website by providing online applications. The Microsoft MSN immediate image along with bilingual service strengthens services for the people.
3. To strengthen function of "110" by revealing caller telephone numbers and address to help assigning police force promptly, promoting police services.
4. To exploit the electronic map application by indicating cases reported on the electronic map, which helps dispatch police officers to crime scenes.
